The 46-page second expert report prepared by a team of six faculty members from Konya Technical University was added to the court file where Hasan Alpargün, the building's contractor and technical supervisor, is being tried under custody by the Adana 12th Heavy Penal Court.

The report evaluates the 14-story apartment building located in Güzelyalı Mahallesi, Çukurova district, Kahramanmaraş, which collapsed during the earthquake measuring 7.6 on the Richter scale.

According to the report, deficiencies in some columns were noted:

"It was determined that some columns did not use sufficient iron reinforcement, did not meet the minimum reinforcement requirements, and some columns varied in size and narrowed towards the upper floors according to the static project. It was also found that there was no iron at the ends of the curtains."

The report also shared that tests conducted on core samples taken from the building indicated that the concrete used in the apartment did not meet the minimum pressure resistance requirements.

The report emphasized that the building did not comply with the obligations of the 1975 earthquake regulations applicable at the time of construction, highlighting discrepancies between the project and actual construction details that were not detected during inspections.

Hasan Alpargün faces charges of "causing the death and injury of multiple individuals due to conscious negligence," with a demand for imprisonment of up to 22 years and 6 months. The third hearing of Alpargün's trial is scheduled for June 27.

It was determined during the investigation into the Alpargün Apartment collapse that Hasan Alpargün traveled to Northern Cyprus on the day of the earthquake. After extensive efforts, he was apprehended and brought back to Adana, where he was arrested on February 13, 2023.

Alpargün was also accused of attempting to transfer $990,000, €890,000, and 500,000 Turkish Liras from Turkey to Northern Cyprus, along with attempting to purchase an apartment in Nicosia.
