Emine Dizdarlı: Votes Outside the Box Are Invalid

Former Ombudsman Emine Dizdarlı commented on the invalid ballot papers from the final vote in the Parliamentary Speaker election, stating that "votes cast outside the box or in a manner inconsistent with the internal regulations are invalid."

Through a social media post, Dizdarlı responded to the opposition's claims regarding the invalidity of certain ballots in the last round of the election.

Dizdarlı maintained her earlier stance that "a fifth round of voting should not be held when there is only one candidate" but referred to the debate over the "stamp" in the fifth round, reminding of the relevant Parliamentary regulations.

Sharing Article 154 of the parliamentary internal regulations, Dizdarlı explained:

"A sealed ballot paper prepared by the Speaker’s office is provided to members of parliament, with the words 'Accept,' 'Reject,' and 'Abstain,' each within separate boxes. Members of parliament cast their votes by stamping an 'X' inside one of the boxes and placing the ballot in a sealed envelope, which they then drop into a closed ballot box on the Speaker's desk."

She further referred to Article 147, paragraph 4, which outlines the procedure for secret voting, explaining that secret voting must be carried out in a manner that preserves confidentiality.

Dizdarlı emphasized that members of parliament must place the "X" mark inside the designated box to cast their vote properly. "Accordingly, votes cast outside the box or in a manner inconsistent with the internal regulations are invalid," she concluded.
