The program, prepared by Turkey’s Ministry of Treasury and Finance along with the Directorate of Strategy and Budget, outlines this funding to support TRNC’s infrastructure and operational needs.

Of the 12 billion TL, 4 billion TL appears as a loan within Turkey’s budget, although this amount is not required to be repaid, serving primarily as a technical entry. The program also emphasizes a focus on TRNC’s offshore oil and natural gas exploration, with plans to intensify seismic and drilling operations.

In addition, a coastal surveillance station will be established by Turkey’s Coast Guard Command to enhance security in the Eastern Mediterranean, aiming to prevent infiltration by terrorist organizations via the sea. Archival projects regarding the historical records of Cypriot waqf (foundation) assets are also planned, involving identification, translation, and transcription efforts.

The program further highlights Turkey's commitment to ensuring accurate international public information regarding the Cyprus issue.
