Fileleftheros: Future of Cyprus Talks Depends on DiCarlo’s Report to UN Chief

The future of Cyprus negotiations will largely depend on the report that UN Under-Secretary-General Rosemary DiCarlo will submit to UN Secretary-General António Guterres following her diplomatic meetings in Cyprus, Turkey, and Greece this week, according to Greek Cypriot daily Fileleftheros.

Greek Cypriot media suggests that while efforts will be made to prevent a complete deadlock, the chances of a return to full-fledged negotiations remain low. DiCarlo’s mission has been described as "walking through a minefield," with commentators acknowledging the difficulties ahead.

Fileleftheros reported that Guterres dispatched DiCarlo to reassess the situation, knowing the challenges and obstacles involved. Whether a new informal five-party conference will be held depends on her findings.

DiCarlo, who arrives on the island today, is set to meet separately with President Ersin Tatar and Greek Cypriot leader Nikos Christodoulides tomorrow. Reports indicate that she may attempt to arrange a joint meeting between the two leaders, at least to discuss the issue of new border crossings. However, this remains uncertain.

According to weekly newspaper Kathimerini, sources believe that unless something unexpected happens, a "controlled deadlock" scenario is being prepared for Geneva, Switzerland. This would mean that while a formal deadlock will not be declared, the possibility of returning to the negotiating table in the second half of 2025 would be slim.

Greek Cypriot media also reported that DiCarlo's approach would be significant, as she holds a high-ranking position within the UN hierarchy and directly communicates with Guterres. This distinguishes her from previous envoys and could influence the methodology of the process moving forward.

Meanwhile, French Ambassador to South Cyprus Clelia Chevrier Kolacko expressed hope for "common ground" between the two sides and emphasized the need for tangible progress rather than revisiting past issues. Speaking at an event in a French-Greek Cypriot school in Nicosia, she reiterated France's commitment to supporting a bicommunal, bizonal federation solution.

When asked whether she would meet DiCarlo, Kolacko said she was open to the possibility, stating that if DiCarlo had the time, France would welcome the opportunity for talks.
